HISTORY & EVALUATION OF INDUSTRIES IN THE GAJAPATI DISTRICT

Before Independence the present Gajapati district was under Administrative control of 3 rulers’ i.e. present Mohana block area under Sanakhemundi (Podamari) Raja, another two blocksi.e.R.Udayagiri and Nuagada under Badakhemundi (Digapahandi) Raja and the rest Rayagada, Gosani, Gumma and Kashinagar blocks including Paralakhemundi Municipality were under the administrative control of Paralakhemundi Gajapati Maharaja. Later on it was under Paralakhemundi Sub-Division of undivided Ganjam districts till 02.10.1992.
But after organization of separate Gajapati district on 02.10.1992, DIC Branch Office was functioning at Paralakhemundi for Gajapati district till 04.01.2000. The DIC, Gajapati became functional with effect from 04.01.2000.

OLD TIME INDUSTRIES

In old days, people were preparing Rice from Paddy by Pohurani (Dehusking with hand pounds) and Dhinki (dehusking with leg pounds), Flours by hand stone grinders, used pots and jugs from the village potters of Paralakhemundi, Bagusala&Badaneelabadi villages of Gosani block and Rayagada&Narayanpur of Rayagada block. It was also available at Pathpatnam and Meliaputi village of AdhraPradesh .These are gradually becoming obsolete after the Aluminium Utensils being available in the market plentily.
Earlier, Oil was prepared by village telies (oilman) by crushing oil seeds by their oil Ghani. Bamboo products like baskets, jhudies, kula, changudi, luduru, dooli etc. were prepared by Tankala and Ghantara people. Some other tribal people also produced these Bamboo products. Some Dora people and Pana people were also preparing course cotton cloths by using their Tanta (Handloom). This thing has become obsolete nowadays.The kandha people were also preparing towel size small course cotton cloths which were used by themselves.Village carpenters of different category of people were preparing doors, windows, Desks, stools etc. The khadara people were preparing brass & bell metal utensils. Bania&Sunaries prepared gold & silver ornaments manually by using their small equipments

Some activities of cottage industries like Horn work, Jaikhadi bag, Cane & Bamboo products, Ganjappa, Card, Pattachitra, Mukha, Broom binding &SialiLeafplate making were being undertaken in the district. Woolen carpets were also being woven in Chandragiri area.
Presently topmost priority is being accorded to the development of cottage, Micro, Small and ancillary enterprises with primary objective of generating maximum employment opportunities in the rural and semiurban areas and thereby reducing economic inequality. District Industries Centers (DICs) were established to provide all necessary inputs to the aspiring entrepreneurs for promoting and establishing enterprises. The District Industries Centre with the General Manager as the head of the office was operated inBrahmapur on 15th August 1978 for the undivided Ganjam district. The General Manager was assisted by five Functional Managers- who were looked after the Economics, Investigation and Marketing, Explained different schemes to new entrepreneurs, helped in research extension and training in selecting products line and quality control methods and asses the requirement of machineries and equipments for various types of Micro, Small and Village Industries and one managers was assigned for particulars tasking paying attention to the Khadi and Cottage Industries in the district.

PRIME MINISTER EMPLOYMENT GENERATION PROGRAMME(PMEGP)

This is a Central Govt. sponsored scheme being implemented through DIC since 2008-09 for generation of Employment both in Rural & Urban areas of the district

  • Collection of applications from the eligible candidates under the said scheme within the stipulated time prescribed by the Govt.
  • Selection of candidates by Dist. Level Task Force Committee to avail assistance under the Chairmanship of Collector & Dist. Magistrate,Gajapati.
  • Preparation / Arrangement of project profiles for the selected candidates & recommendation to banks for sanctioned projects.
  • Follow up action for grounding of the sanctioned projects.
  • Periodical inspection to know the health of existing units & provide necessary assistance as and when required.

PROMOTION OF HANDICRAFT & COTTAGE INDUSTRIES

  • Identify of Rural artisans.
  • Preparation of plan & programme for the development of Artisan based units in the Rural areas & to create employment.
  • Skill up gradation training under Cluster Development Programme.
  • Recommendation of Handicraft Artisans for supply of solar lanterns.
  • Recommendation of eligible Handicraft Artisans for construction of work-shed cum housing under “MO KUDIA” programme.

Odisha Food Processing Policy’2013

Odisha Food Processing Policy has come in to force with effect from 15.03.2013 aiming at value addition and waste reduction of the farm products thereby increasing the income of farmers, maximize direct and indirect employment generation opportunities in food processing sector, Increase the flow of investment across the supply chain from farm to market more importantly and it is in conjunction with IPR-2007 and MSME Development Policy,2009.

  • To increase the flow of investment across the supply chain from farm to market.
  • To increase the value addition and reduce wastage, thereby increasing the income of farmers.
  • To maximize direct and indirect employment generation opportunities.
  • To create the necessary supply chain like transportation, warehouses and cold storage in the Food Processing sector.
  • To promote establishment of enterprises in Food parks / Mega food parks.

MICRO, SMALL & MEDIUM ENTERPRISES (MSME)

(HIGHLIGHTS OF ODISHA MSME DEVELOPMENT POLICY’2009)
Odisha MSME Development Policy-2009 has been formulated through an elaborate consultative process involving all stake-holders.
The Policy aims at broad basing the growth of MSME sector with ample opportunities for employment generation, revenue augmentation, exports.
The policy focused on the needs and requirements of the MSMEs addressing the areas such as infrastructure , Credit, Raw material, Marketing, Export promotion, Technology Up-gradation, promotion of clusters, promotion of Consortium and Sub-contract exchange, Rehabilitation and Revival of viable sick units, Institutions support, Single Window Mechanism , Entrepreneurship Development, Skill Development and to provide Fiscal Incentives for sustenance.

Infrastructure:

  • Associating user units for infrastructure maintenance in existing indl. estates, parks, IID / growth centers.
  • Land on free of cost as the State Government’s share to CFCs set up by SPVs of MSME clusters.
  • District Level Single Window Clearance Authority shall assess & recommend the requirement of land.

Credit :

  • DCC, SLBC and Empowered Committee of RBI shall be utilized effectively to enhance the credit flow
  • Constitution of Credit Monitoring Group to monitor the flow of credit to the MSMEs
  • Implementation of schemes and programmes such as Credit Guarantee Fund Trust for Micro & Small Enterprises. Credit Linked Capital Subsidy scheme, Technology upgradation fund & National Equity fund and Interest Subsidy scheme of IPR-2007 with active assistance of Banks and FIs.
  • Reimbursement / subsidizing the rating fees of credit rating by reputed agencies.

Raw Material:

  • Enabling MSMEs to source raw materials in an efficient and cost effective manner.

Marketing:

  • Requirement of goods and services of Govt. Depts and Agencies are procured from MSMEs.
  • Any goods or services shall be procured following the rate contract system.
  • State Govt. Dept. and Agencies will have to procure their requirement from Exclusive list from local MSEs with ISO/ISI/EPM certification inviting limited competitive quotations.
  • 10% price preference to local MSEs and Khadi& Village Industrial Units including Coir, Handloom and Handicrafts vis-s-vis local /outside medium and large industries competing in the open tender.
  • Additional price preference of 3% to local MSEs having ISO or ISI certification.
  • VAT payable in Odisha shall be excluded and price comparison shall be made only on the basic price including tax payable outside Odisha in open tender.
  • Exemption of earnest money and 25% of security deposit for registered local MSEs.
  • DEPM & OSIC shall organize annual buyer-seller meet and Vendor Development programmes.

Export Promotion :

  • Creation of awareness on overseas Market & identification of product of MSMEs having export potential.
  • Product country matrix for MSMEs shall be prepared by EPM.
  • Regular sensitization on export documentation and logistic shall be conducted by EPM in association with FIEO, ECGC and other promotion councils of India.
  • Annual catalogue of products of MSMEs having export potential shall be published by EPM.

Technology Up-gradation :

  • MSMEs shall be encouraged to adopt Cutting-adge technology for cost reduction & quality up-gradation.
  • MSME Technology Up-gradation scheme for providing subsidized credit support to MSMEs for modernization / technology up-gradation.
  • Assistance for Technical Know-how @ 50% of the cost up to Rs. 1 lakh in case of indigenous technology & up to Rs. 5 lakh in case of imported technology as per IPR 2007.
  • Subsidy @ 50% of consultancy charges up to Rs.25000/- for adoption of CDM & related technology.

Promotion of Clusters:

  • Cluster Development cell as a professional in partnership with likeminded Agencies / Institutions shall be set up in Directorate of Industries to coverage resources & dovetail funds for cluster development.
  • New clusters of Ancillary & Downstream units shall be promoted at major industrial hubs.
  • SPVs of MSMEs cluster shall be given the status of new SSI.

Consortium and Sub-Contract Exchange:

  • Promotion of consortium of MSMEs to derive the benefit of schemes of Ministry of MSME (GOI), NSIC Rehabilitation and Revival of viable sick units:
  • Potentially viable sick units shall be identified and places in fast track mode for assistance.
  • Existing institutional mechanism of DLC, Sub-SLIIC, SLIIC shall be suitably reinforced.
  • SLIIC shall be empowered to extend need base incentives & assisted unit treated at par with new indl unit.
  • State Govt. shall liaise with GOI for setting up of a body in the line of BIFR.

Institutional Support:

  • Institutions under Ind. Dept shall be streamlined and aligned with the requirements of MSME sector.
  • Human resources of DIC shall be augmented.
  • Net working of Directorate of Ind. With EPM, DT & ET, DH & CI, IPICOL, IDCO, OKVIB, KVIC, NSIC, MSMEDI & OSIC.

Single Window Mechanism :

  • Single window mechanism shall be fully operationalised& DICshall discharge the function of DLNA.
  • Project Monitoring and information system (PMIS) shall be operational in all DIC.

Fiscal Incentives:

  • Capital Investment Subsidy @10% of FCI up to Rs.8 lakh to new MSEs. @12% of FCI up to 10 lakhs to SC, ST, PH, Women, Technical (Degree/Diploma holders) entrepreneurs
  • Women entrepreneurs setting up of new MSE shall avail VAT incentive under IPR-2007 up to absolute limit for an additional period of 2 years.

INDUSTRIAL POLICY RESOLUTION-2015

Industrial Policy Resolution-2015 (IPR-2015) came in to effect from 24th August’2015. IPR 2015 shall pursue a multi-pronged approach for industrial promotion by providing infrastructure support, institutional support & pre and post production incentives.
Incentives in brief under IPR 2015.

LAND:-

New Industrial units and existing industrial units taking up expansion/ modernisation/diversification, new lndustrial units and existing industrial units in Priority Sector taking upexpansion/ modernisation/ diversification will be granted exemption under the provisions ofclause – C of Section-73 of Orissa Land Reforms (OLR) Act, 1960 from payment of premium’leviable under provisions of clause – C of Section 8 (A) of the OLR Act.1960 on production ofeligibility certificate from the Director of Industries, Odisha for Large Industries and MediumEnterprises and G.M . RIC/ DIC for Micro and Small Enterprises as follows.
Micro & Small Sector: 100 % up to 5 Acres, Medium Sector: 75 % up to 25 Acres,
Large Sector: 50 % up to 500 Acres
Priority Sector: 100% up to 100 Acres and 50% for balance area

INTEREST SUBSIDY:-

New MSME units and non MSME Priority sector units shall be entitled to interest subsidy fortimely payment @ 5% per annum on term loan availed from Public Financial Institutions /Banks for a period of five years from the date of commencement of production subject to a total maximum limit of Rs. 10 Lakhs for Micro Enterprises; Rs. 20 Lakhs for Small Entetprises; Rs. 40 Lakhs for Medium Enterprises; Rs. 1 Crore for Non-MSME Priority Sector Unitswhich are classified as Non-Performing Asset (NPA) at the time of making theapplication will not be eligible to avail such incentive.For units in Industrially Backward districts, the reimbursement period will be seven yearsfrom the date of commencement of production subject to the aforesaid limit.In addition to the interest subsidy, the guarantee fee charged under Credlt Guarantee Trust forMicro & Small Enterprises (CGTMSE) scheme to Micro & Small Enterprises (MSEs) will bereimbursed to the enterprises in order to improve the CGTMSE coverage for collateral freeloans in the State.

STAMP DUTY:-

No stamp duty will be required to be paid in respect of land allotted by the Government toIDCO or Government/IDCO to Private Industrial Estate Developers. In respect of transfer of land / shed by Government, IDCO and private Industrial Estatedevelopers to new industrial units and existing industrial units acquiring fresh land forexpansion, modernization and diversification, exemption on stamp Duty shall be applicable asfollows.
Micro & Small Sector: @ 75 % of applicable Stamp duty
Medium Sector: @ 50% of applicable Stamp duty

Large Sector: @ 25 % of applicable Stamp duty
Priority Sector: @ 100% of applicable Stamp duty
Stamp duty will be exempted for units required to be transferred to a new owner / managementunder the provisions of the State Financial Corporation (SFC) Act, 1951 or under Securitizationand Reconstruction of Financial Assets and Enforcement of Security Interest (SARFAESI) Act2002 or on the recommendation of the SLIIC. Stamp duty will be exempted for units under proprietary /partnership firms to be converted tocompanies for rehabilitation on the recommendation of the SLIIC.Loan agreements, credit deeds, mortgages and hypothecation deeds executed by theIndustrial units in favour of Banks or Financial Institutions shall be allowed 100 % exemptionfrom stamp duty.

ENERGY:-

New MSMEs shall be exempted from the payment of electricity duty up to a contract demandof 500 KVA for a period of 5 years from the date of availing power supply for production.New industrial units in the Priority Sector shall be exempted from payment of electricity duty upto a contract demand of 5 MVA for a period of 5 years from the date of availing power supplyfor production.New & existing industrial units setting up Captive Power Plant with non-conventional sources &bio-fuel shall be exempted from payment of 100% Electricity Duty for a period of 5 years fromthe date of commissioning as Green Energy Subsidy.Industries of seasonal nature such as food processing, sugar, salt and cotton ginning &pressing unit will be provided with the facility of temporary surrender of a part of their contractdemand as per norms of Odisha Electricity Regulatory Commission (OERC). Suitableamendment may be made in the agreement to extend the facility to seasonal industrial units

VALUE ADDED TAX (VAT), ENTRY TAX:-

VAT Reimbursement

  • New Micro, Small & Medium Enterprises shall be eligible for reimbursement of 75 % ofVAT paid for a period of five (5) years from the date of commencement of productionlimited to 100% of cost of plant and machinery, in a tapered manner, provided that theVAT reimbursement shall be applicable only to the net tax paid, after adjustment of inputtax credit against the output tax liability
  • New industrial units in Priority Sector shall be eligible for reimbursement of 100 % ofVAT paid for a period of seven (7) years from the date of commencement of production,limited to 200% of cost of plant & machinery, in a tapered manner, provided that the VATreimbursement shall be applicable only to the net tax paid, after adjustment of input taxcredit against the output tax liability.
  • Existing Micro, Small & Medium Enterprises taking up expansion/ modernisation/diversification as defined in this IPR shall be eligible for 75% reimbursement of VAT paidfor a period of five (5) years from the date of commencement of production subject to thecondition that it shall be applicable only on increased production over and above theexisting installed capacity limited to 100% of additional cost of plant and machineryacquired for taking up Expansion/ Modernization/ Diversification, in a tapered manner,provided that the VAT reimbursement shall be applicable only to the net tax paid, afteradjustment of input tax credit against the output tax liability.
  • Existing industrial units in Priority sector taking up expansion/ modernization/diversification as defined in this IPR shall be eligible for 100% reimbursement of VATpaid for a period of seven (7) years from the date of commencement of production subjectto the condition that it shall be applicable only on increased production over and abovethe existing installed capacity limited to 200% of additional cost of plant and machineryacquired for taking up Expansion/ Modernization/ Diversification, in a tapered manner,provided that the VAT reimbursement shall be applicable only to the net tax paid, afteradjustment of input tax credit against the output tax liability.
  • New Pioneer units under each Priority sector shall be eligible for reimbursement of100% of VAT paid for a period of nine (9) years from the date of commencement ofproduction, limited to 200 % of the cost of plant & machinery in a tapered manner over aperiod of nine years provided that the VAT reimbursement shall be applicable only to thenet tax paid after adjustment of input tax credit against the output tax liability.
  • Anchor Tenant in each industrial park shall be eligible for reimbursement of 100% ofVAT paid for a period of nine (9) years from the date of commencement of production, limited to 200% of the cost of plant & machinery in a tapered manner over a period of nineyears provided that the VAT reimbursement shall be applicable only to the net tax paidafter adjustment of input tax credit against the output tax liability.This provision will be suitably replaced / modified after Goods and Services Tax (GST) isintroduced.

Reimbursement of Entry Tax:

  •  
    • i. Plant & Machinery a) New MSMEs and Priority Sector units shall be eligible for 100 % reimbursement ofEntry Tax on acquisition of plant & machinery for setting up of industrial units till thedate of commencement of production. b) Existing industrial units in MSMEs and Priority Sector unitstaking up expansion/modernisation/ diversification as defined in this IPR shall be eligible for 100%reimbursement of Entry Tax subject to the condition that it shall be applicable only onadditional acquisition of plant & machinery till the date of commencement ofproduction.
    • ii. Raw Materials a) New MSMEs and Priority Sector units shall be eligible for 100 % reimbursement ofEntry Tax on purchase of raw materials for a period of five years from the date ofcommencement of production subject to a total maximum ceiling of 100% of cost ofplant and machinery. b) Existing industrial units in MSMEs and Priority Sector units taking up expansion/modernisation/ diversification as defined in this IPR shall be eligible for 100 % reimbursement of Entry Tax on purchase of additional raw materials for a period of 5 (five) years from the date of commencement of production of such expansion/modernisation/ diversification subject to a total maximum ceiling of 100 % of cost ofadditional plant and machinery. c) New Pioneer Units under each Priority Sector shall be eligible for 100% reimbursementof Entry Tax on purchase of raw materials for a period of seven (7) years from the dateof commencement of production subject to a total maximum ceiling of 100 % of cost ofplant & machinery. iii. This provision will be suitably replaced/ modified after GST is introduced.

ENTERTAINMENT TAX (ET):-

  • New Multiplex Cinema hall of at least 3 screens with minimum capital investment of Rs.3.00crores and above with modern projection system, sound system, air conditioning, shall beeligible for reimbursement of 100% of ET for a period of 5 years starting from the date ofcommencement of its operation.
  • If the existing cinema hall is upgraded to a multiplex and modernised with minimum investmentof rupees one crore, then 100% ET reimbursement to be allowed for 5 years from the date ofcommencement of operation.
  • This provision will be suitably replaced/ modified after GST is introduced.

EMPLOYMENT COST SUBSIDY:-

  • 75% reimbursement (in case of male workers) and 100% reimbursement (in case of femaleworkers) of expenditure on account of contribution towards ESI and EPF Scheme for a periodof 5 years for new and existing units undertaking E/M/D in Micro and Small sector whichemploy skilled and semi-skilled workers who are domicile of the state as regular employees.
  • 50% reimbursement (in case of male workers) and 100% reimbursement (in case of femaleworkers) of expenditure on account of contribution towards ESI and EPF Scheme for a periodof 3 years for new and existing units undertaking E/M/D in Medium sector which employ skilledand semi-skilled workers who are domicile of the State as regular employees.
  • 100% reimbursement of expenditure on account of contribution towards ESI and EPF Schemefor a period of 3 years for new and existing Industrial units undertaking E/M/D in MSME and Priority Sector which employ skilled and semi-skilled workers who are domicile of the Stateand have been displaced due to the establishment of the said Industrial unit as regularemployees.
  • 100% reimbursement of expenditure on account of contribution towards ESI and EPF Schemefor a period of 5 years for new and existing Industrial units undertaking E/M/D in MSME and Priority Sector which employ skilled and semi-skilled persons with Disabilities who are domicileof the State as regular employees.
  • For Industrially Backward districts the Employment Cost Subsidy will be allowed for additional period of 2 years.

PATENT REGISTRATION:-

New Industrial units and Existing Industrial units in Micro, Small & Medium Enterprises andPriority Sector taking up Expansion/ Modernization/ Diversification will be encouraged to filepatents for the products of their research and development and State will provide assistance toentrepreneurs for Patent and Intellectual Property Right registration @ 100% of the registrationcost up to maximum of Rs.10 Lakhs.

QUALITY CERTIFICATION:-

New and Existing Industrial units in Micro, small & Medium Enterprises and priority sectortaking up Expansion/ Modernization/ Diversification will be provided with assistance forobtaining quality certification from nationally and internationally recognized Institutions and itsrenewal for next consecutive two years i.e. for a period of 3 years @ 100% of the qualitycertification charges up to a total maximum limit of Rs.3 Lakhs.

ASSISTANCE FOR TECHNICAL KNOW-HOW:-

New Industrial units in Micro, Small & Medium Enterprises and Priority sector shall be eligiblefor reimbursement of 100% of cost of purchase of technical know- how up to Rs.1 Lakh in caseof indigenous technology and up to Rs.5 Lakhs in case of imported technology.

ENTREPRENEURSHIP DEVELOPMENT SUBSIDY:-

In order to promote and create a culture of entrepreneurship, reimbursement of 75% ofcoursefee limited to Rs.50,000 per course shall be extended to budding entrepreneurs to undergoManagement Development Training in reputed national level institutions.

ENVIRONMENTAL PROTECTION INFRASTRUCTURE SUBSIDY:-

Individual manufacturing units of MSME Sector adopting Zero Effluent or Waste WaterDischarge (ZLD) shall be eligible for an Environment Protection Infrastructure Subsidy of Rs.20Lakhs or 20 % of capital cost of setting – up such Effluent Treatment Plant (ETP) whichever isless. The units shall produce a certificate from State Pollution Control Board (SPCB), Odisha tothis effect.

CAPITAL GRANT TO SUPPORT QUALITY INFRASTRUCTURE:-

Government will support quality infrastructure in the form of a capital grant to industrial parks /cluster parks promoted by private sector or industry association or user units in a cluster format,with a grant of 50% of the infrastructure cost with a ceiling of Rs.10 crore per park or cluster. Inthe case of upgradation of the existing parks / clusters the government will provide a similarsupport of 50% of total cost with a ceiling of Rs.5 crore provided the park / estate / cluster isuser- managed.

ANCHOR TENANT SUBSIDY:-

In order to attract lead investment by a reputed investor which would promote and facilitatefurther investment in the designated industrial Park / Estate, following incentives shall beprovided to the first tenant industry.
a) 25% subsidy on cost of land
b) VAT Reimbursement for additional 2 years subject to the overall limit.

MARKETINGSYNDICATION:-

Odisha Small Industries Corporation (OSIC) / National Small Industries Corporation (NSIC) willact as Syndicate Leader for marketing of the products and services of Micro & Small Enterprisesof the State and will be responsible for the overall quality control and collect service charges notexceeding 1 % of sale value from the concerned units. In order to derive the benefit of scale,major bulk orders of the Government should be routed through OSIC/ NSIC so that it can act asa consortium leader for all the Micro & Small Enterprises and organize raw material supply atreasonable rate.

MARKETING ASSISTANCE TO INDUSTRIES ASSOCIATIONS:-

Marketing Assistance to Industries Association for participation of minimum 5 units in OdishaPavilion in International Trade fairs abroad @ 50% of total rent subject to a maximum of Rs.10Lakhs.

FILM INDUSTRY:-

All feature films produced fully or partly in Odisha shall be exempt from Entertainment Tax.MD, Odisha Film Development Corporation (OFDC) will be the nodal officer for providingsingle window clearance for shooting feature films in Odisha. Producers of films who utilize the facilities of Kalinga Studio Limiled, Film & TelevisionInstitute of Odisha and Kalinga Prasad Colour Processing Laboratory will be eligible to getincentives in shape of subsidy subject to the ceiling limit and terms and conditions as maybe laid down by OFDC. Multiplexes/ Cinema Halls shall be eligible to get allotment of Government/ IDCO land atconcessional industrial rate.

PRIME MINISTER EMPLOYMENT GENERATION PROGRAMME( PMEGP)

Prime Minister’s Employment Generation Programme (PMEGP) , a credit linked subsidy programmed has been introduced during the year 2008-09 by Govt. of India by merging 2 schemes i.e. Prime Minister’s RojgarYojana (PMRY) & Rural Employment Generation Programme (REGP) that were in operation till 31.3.2008 for generation of employment opportunities through establishment of Micro enterprise in rural as well as urban area. It is a central sector scheme, being administered by the Ministry of Micro, Small & Medium Enterprises (MOMSME). The scheme is being implemented by Khadi and Village Industries Commission (KVIC), as the single nodal agency at the national level. At the state level, the scheme is being implemented through state KVIC Directors, State Khadi& Village Industries Board (KVIB) & DIC & Banks.

OBJECTIVES:-

  • To generate employment opportunities in rural as well as urban areas of the country through setting up of new self-employment ventures / projects/ micro enterprises.
  • To bring together widely dispersed traditional artisans / rural and urban unemployed youth and give them self-employment opportunities to the extent possible, at their place.
  • To provide continuous and sustainable employment to a large segment of traditional and prospective artisans and rural and urban unemployed youth in the country, so as to help arrest migration of rural youth to urban areas.
  • To increase the wage earning capacity of artisans and contribute to increase in the growth rate of rural and urban employment

PROMOTION OF HANDICRAFT & COTTAGE INDUSTRIES

Introduction:-

Gajapati District consisting of 7 blocks and one municipality and one NAC out of which5 blocks are tribal sub-plan area blocks.Most of the inhabitants of the district dependupon the agriculture and forest products for their livelihood.Their income is very negligible as compared to other district.However there is ample scope for Handicraft units for their financial development.

Different Crafts are practised in this District,mainly:–

  • Pottery & Terracotta
  • Silver Filligree
  • Brass & Bell Metal
  • Embriodery Works
  • Clay Moulds
  • Pattachitra& Cloth Painting
  • Dhokra Casting

These crafts are practiced in this District in shape of Cooperative Societies or SHGs or Individually.
Horn Craft:-

Horn work was originally well known among the Tribals of the then Paralakhemundi Sub-Division (Now Gajapati District).Among the others they used to make a blowing instrument from Horns.In the later part of 19th Century this was given a big boost when the rulers of Paralakhemundi engaged some skilled Craftsman of Badhei Caste from village Pitala near Aska during the second world war, Horn products were exported to United States of America and Europian Countries in that time.

Now it is the major Craft Practised in the GajapatiDistrict,especiallyin the District Head quarteri.e at Paralakhemunditown.There is a society in the name of ParalakhemundiBiswakarma (Horn) Coperative Society Ltd.,Paralakhemundi,consisting of 53 members,where around 20 workers are working daily there under the Administrative control of the said CS.
Besides that around 15 workers are working individually in the District Headquarters.Raw horn are collected around the District and Hyderabad,Velure&Vizag of Andhra Pradesh.The major products are steamer ,Prawn,flower trees, monkey, elephant, crocodile,fish,deer,peacock,crain,dolls,different sizes of combs etc and those are marketed within the state.At present horn products like comb,crane,crab,crocodile,monkey,camel,elephant,cow and calf, deer, duck, fighting bulls,horse,peacock,snake,tiger,giraffe,prawn,differentstatues,pen stand of various designs,etc. are made by the artisans

Cane Craft:-
Thick Raw Cane are collected from BanapurofKhurda District and Cuttack and from Assam State and thin Raw Cane are collected locally i.e. Koinpurarea&Namangadaarea.Major Product of Cane are house hold products like self,sofa,teapoye, Hanger, Phultola, Flower base Chair,Table,stooletc.Which are sold in the District.
Terracotta:-
Out of the Pottery workers as described in the next para of ancestral industrial activities are producing Terracotta . But these are not so sophisticated.It should be improved by way of providing skill training.
Silver Filligree:-
Traditional costumJewellery and filigree works also made in the District.There are around 30 Sunari,Baniaworkers are doing silver filigree individually on scarteredbasis.Raw materials are available within and neighboring districts and in Andhra Pradesh.The Products are marketed within the District.
Brass & Bell Metal :-
Brass and Bell metal are the too earlier known alloys of India .Large consumption of those two alloys is believed to be the reason for depletion of Ores like Zinc,Copper,Tin in this Country .Kamar,Kansari,Khadara,Sunari and Bania are some of the proffessionally distinguishable Castes engaged in metal ware. There are around 10 traditional brass metal workers who works in this Craft.The Artisans are available at Paralakhemundi,Kashinagar&MohanaBlock.Raw materials are available in the District &Product marketing are also done within the District.Major products are house hold utensils like plates ,jugs, pots ,buckets ,glasses,cups,Kadai,Dekchietc.
Embriodery:-
Some Artisans practiced the craft in this District.There are around 30 persons working in this Craft.Some of them are working traditionally in scattered basis and some have trained by different agencies.Raw materials are available within the District &Product marketing is done within the District and inneighbouring District of Ganjam.The products are sold by themselves.
Clay Models &Pattachitra:-
It is a traditional Craft practiced in the District especially at the District Headquarters at Paralakhemundi.There are around 30 workers in this craft and they are producing different items individually.Raw materials are available and Products are sold by themselves within the District.
Dhokra Castings:-
It is a traditional craft practicing in the District.There are around 20 persons working in this District individually especially at Saradhapur village of Gumma Block and BadapurvillageofR.Udayagiri Block .Raw Materials are available within the District &Products are sold within the District also. Mostly they collect this from neighbouringvillages and also selling there ,the products are costum used products like Animals,Statues,Ghanta etc.
Besides that other crafts such as Wood Carving, Jaikhadi are practiced in the District .But they are languishing day by day due to non-availability of Raw materials.

Cooperative Societies:-Paralakhemundi Biswakarma Cooperative Society Ltd.,Paralakhemundi:-

There is a society in the name of ParalakhemundiBiswakarma (Horn) Coperative Society Ltd.,Paralakhemundi,consisting of 53 members,where around 20 workers are working daily there under the Administrative control of the said CS.

Tibetan handicrafts Cooperative Society Ltd.,Chandragiri:-

In addition to Horn CraftCooperative Society there is another Handicrafts Cooperative Society i.e. Tibetan handicrafts Cooperative Society at Chandragiri,theSocietyconsisting of 153 members.The members of the Society are producing woolen Carpets.

SimhagiriMahendra Bamboo Workers Indl. Cooperative SocietyLtd,Paralakhemundi.:-

There is also a working Society named SimhagiriMahendra Bamboo Workers Indl. Cooperative Society at KanjaMadariStreet,Paralakhemundi consisting of 56 members.They are producing traditional bamboo products such as basket,jhudi,kula,rothers etc.

Palm GurIndl.Cooperative Societies:-

There are nine Palm GurIndl.Cooperative Societies which are running under four Blocks as detailed below:-
These Societies are running under the Control of OdishaRajyaTalagudaSamabayaSangha.One Supervisor of the said institution is staying at Chheligada having a office building at Chheligada.There is a common facility Centre at Lubursing of R.Udayagiri Block for the interest of Palm Gur Artisans.

Provision of Govt facilities under Handicrafts Sector :-Rehabilitation of Handicrafts Artisans (RHA)

This scheme is meant for individual Handicrafts Artisans for the purpose of establish a unit with a maximum amount of Rs 50,000/- with a subsidy of 20% i.e maximum of Rs10,000/-.Around 115 Artisans were benefited under the scheme by DIC,Gajapati.

Craft Village:-

The scheme is meant for Group of Handicraft Artisans of around 30 Artisans for training in any recognized Craft.Arround 75 Artisans are trained and involved under this scheme by DIC,Gajapatii.eCraft Village on Cane Craft at KoinpurofRayagada Block and Craft Village on Bamboo & Cane at Naktipada and BadapadaofNuagada Block.

Workshed-cum_Housing for Handicraft Artisans:-

This scheme is meant for Handicraft Artisans who have KachaHousewill get
Financial Assistance of Rs 70,000/- to construct Workshed-cum-House where the Artisan will practice his Craft.Threenos of Artisans availed this benefit.

Solar Lantern:-

Free distribution of Solar Lantern to Handicrat Artisans was made available for Handicrafts Artisans in GajaptiDistrict.Arround 146 Artisans wereelligible to got this benefit.
AamAdmiBimaYojana:-

This is an insurance benefit for Handicrafts Artisans.Arround 84 Aretisans were elligible to got this benefit.
Modernisation and Technological Upgradation of Handicraft Industries:-
This scheme is meant for individual Artisans, Handicraft Coop.Societies, SHGs to improve their earning Capacities by using modern machinery and technology and to create employment opportunities through Handicrafts.The minimum and maximum Project Cost under the scheme will be Rs 3.00 lakhs & 50 Lakhs respectively.There is Govt assistance of @20% of project cost for General Category Promoters and @30% of Project Cost for SC/ST/OBC/Women/Ph/Ex-serviceman/Minority community Promoters subject to maximum limit of 10.00 lakh and 12 lakh respectively.

Ancestral Industrial Activities and Industrial Arts Bamboo Works:-

Major Artisans under bamoo works are available in the different villages of this District.The Artisans are available at Khanjamedari street and seri street in Paralakhemunditown.The Artisans of Khanjamedari street have constituted a Industrial Cooperative Society named SimhagiriMahendra Bamboo Workers Cooperative Society .Another Cooperative Society was organized at Katalkaitha village of GosaniBlock.But it was defunct and placed under liquidation proceedings due to various reasons.Like that major Bamboo Artisans are working at the village Madhusudanpur of GosaniBlock.Moreover, some Bamboo Artisans are available at village Jeerango&Hatibadi of RayagadaBlock,Naktipada and Badapada of NuagadaBlock,Lubursing and Tabarsing Village of R.Udayagiri Block as well as Chandragiri and Damadua of MohanaBlock.They are working in unorganized manner.Theirmajopr problem is lack of Raw Bamboo.The Artisans are producing traditional home need products like Basket,Kulla,Jhudi,Doli etc.

Pottery:-

This is a traditional Craft practised in the District.There are around 60 workers available in Gajapati District on scartered basis and they are doing it individually.The Artisans are available in the villages like Paralakhemunditown,Bagusala and Badaneelapur of GosaniBlock,Narayanpur and Rayagada of RayagadaBlock,Damadua of MohanaBlock.Raw materials are available within the District and marketed within the District.Butplently spreading of aluminium utensils in this area ,these are gradually languishing due to lack of demand of Pottery Products.It is needed to convert their products from the Pots ,Jugs to modernised Terracotta Products to continue their ansestral Arts.

Black Smithy:-

The people of Kamar (Lohar) and Bindhani are of the District are working on scattered basis.Number of workers are in very negligible stage .They are working especially at the weekly hats in Tribal areas like Khajuripada, Nuagada&R.Udayagirietc.To upgrade their economical standard, they should be provided adequate tool kits they needed with workshed facilitation.
